    Shri Jatindranath Swain is an IAS officer of 1988 Batch, Tamil Nadu Cadre. He has worked extensively in Tamil Nadu state and has held several key positions such as Secretary, Public Department, Secretary, Food and civil supplies, Commissioner, Technical Education, Commissioner, Land Administration, Commissioner, Survey, Settlements & Land Records, Registrar, Cooperative Societies, Special Secretary, Agriculture & Commissioner, Watershed Development, Director, Sericulture, Managing Director, TN Magnesites Limited and CEO, TN Khadi & Village Industries Board. He has also worked as District Collector in 2 Districts, namely, Pudukkottai & Perambalur. During his tenure in Tamil Nadu, he has several achievements to his credit such as reviving the entire short-term cooperative credit structure and making the primary societies as one-stop solution for farmers, changing the cadastral survey methodology from chain and cross-staff to DGPS-based system, moving the cooperative banks to core banking environment, introducing newer methodology for watershed development & introducing e-PDS.

    He came to Govt. Of India in 2017 and worked for 4 years in the Renewable Energy Sector, first as Joint Secretary (Solar) in the Ministry and then as MD, Solar Energy Corporation of India Limited (SECI), a CPSU set up to implement National Solar Mission.  During his stint in SECI, he was instrumental in award of over 50,000 MW of Renewable Energy Capacity which is nearly half of the national target of 1,00,000 MW of Solar by 2022. He also introduced several innovative RE products such as wind-solar hybrid, RE with battery storage, Round the clock RE (RE-RTC) and RE with balancing power. On elevation to the grade of Secretary, he worked as Secretary, Fisheries for a little over than 2 years before his superannuation in June 2023 where he introduced several innovations such as low cost fishing harbours, use of phase-change material in fish storage, promotion of frozen fish in domestic markets & use of artificial reefs and sea ranching to augment coastal fisheries. In addition, he piloted long-awaited amendments to Coastal Aquaculture Authority Act 2005 and contributed significantly to finalisation of WTO Agreement on Fisheries Subsidies and of Draft Indian Marine Fisheries Bill 2021.

    Shri Jatindra Nath Swain holds a Masters Degree in Economics from Delhi School of Economics and a Masters Degree on International Development Studies from Graduate Institute on Policy Studies (GRIPS), Tokyo, Japan.
